Matt Cutts and the Google Webspam Team
Matt Cutts leads the so-called 'Webspam Team' at Google. Web spam, similar to email spam, is the nefarious attempt by webmasters to mislead Google into placing their websites at the top of search results. This can be a little confusing. Google's isn't against 'fair play' SEO. Google is all for you as a webmaster writing good content for your end users, and for accurately using proper tag structure such as relevant and accurate TITLE tags, good META DESCRIPTION tags and keyword heavy content.
Google likes links. Google is all for you encouraging your friends and happy customers on the Web to link back to your website. One of Matt Cutts' jobs is to evangelize proper Web SEO to the SEO community, and this he does at various trade shows. He also has a famous blog (http://www.mattcutts.com/blog/), wherein you can read his musings about the Web and SEO. Matt is very involved in the Webmaster central aspects of Google.
That said, his primary job is combating Webspam, and so he must be considered a sort of 'Google Press Secretary.' Watch his every move. Listen to his every word. But remember that he works for Google and his job is to combat webspam. Therefore, he can't (and won't) provide an extremely detailed explanation for how Google really works and indexes web content, for fear that if he provided those sorts of details, the web spammers would use that detailed knowledge to their advantage. In addition, as a Googler and advanced Google employee, he always paints Google's every move in a rather sunny way. We think of him as the Google press secretary: important, but always drawing a rather obfuscating happy face on the actions of his boss, Google.
