For a small website, a sitemap may not be necessary. The most important aspect is that there be a clear click path from the home page to the major directory pages to each and every page on the website, and that this be clickable in HTML (not Javascript, as Google cannot read Javascript).
But your real estate on your home page is contrained and because of the power of the home page, you might want to move less important 'fulfillment pages' to the sitemap. In addition, having a sitemap.html, a sitemap.xml, and the related robots.txt is a 'best practice' for SEO. They are easy to create and give your site a more serious, professional relationship to Google. So I do recommend creating them.
But, as I say, Website structure is the special swimsuit of SEO. If your domain is not that competitive, then having good HTML page tags plus good incoming links will usually be sufficient. But as we all get more Google-ized, everything will get more competitive, so doing it right from the start is obviously the way to go.
