How do suburban businesses compete in Google Local?

Q: What do you suggest for people who want to focus on suburban vs. city searches? (i.e., PR Firm Park Ridge, IL--suburb of chicago)

This is a great unfairness in the current set up in Google local. In large communities, many people search for the a term + the large city name, and Google local only returns results of businesses with addresses in that city. So if you are on the edge of Chicago, say - Evanston - you will NOT show up for Google local searches that include 'PR Firm Chicago' and/or IP addresses originating in Chicago.
It's Google's game and short of moving to the big city, there is no quick remedy. One strategy is to open a small office - and I mean, small - like a Mail Box ETC. office and register that with Google local, instead of or in addition to your primary office. Another is to use paid AdWords which allows geotargetting.
It's unfair to the suburbs, but that is how it is.
