Beyond good SEO page tags, what steps can you take to encourage a strong showing on Google?

Q: Once you've determined the keywords, you've put them into your content and html, page headers, page tags etc. and you're still coming up on page 5 - what kind of steps can you take?

First of all, in most markets, I would be skeptical that you are doing absolutely everything correct in terms of your on page, and only getting to page 5. This may be true for some very competitive markets. In those markets, beyond your 'on page' you MUST create an effective link-building strategy.
All things being equal, if two sites have the same HTML page tag structure, website structure, etc., the defining difference will be links. Incoming links catalyze your website to the top and greatly enhance your on page. So, first, I would really double-check my on page factors, and secondly I would do link-building if I were not, already!
