Probably the best blog software for SEO is Wordpress. Get the SEO plug in for Wordpress (Just Google it). It's not perfect, but it's pretty good. Always look at the HTML output of your blog and check it against the HTML best practices we teach in our classes.
As for your second question, there isn't a tool that allows us to see the popularity of Google alerts. It would be great if we could, but Google isn't talking on that one, to my knowledge!
