Can geographic terms like your city or state be used as keywords for SEO?

Question: -
Q: Is it the best to use the state in your keywords if you only have business in one state?

Answer: -
Any word can be a keyword. So, to Google, if you are a Texas personal injury attorney, then the word, Texas is of course a keyword. It all depends on how your customers search. If your customers input geographic terms like cities (Las Vegas, San Francisco, Tulsa), or states (Texas, Oklahoma, New Jersey)... then you can definitely SEO-optimize for them.

The second opportunity is of course Google Local / Google Places. In those circumstances, being listed can get your company to the top of a search even if the customer does not enter the search term (but is physically located in that geographic region).

Hope this helps!
