Geotargetting is rather complex and a little hard to explain succinctly, but here goes.
First, a user enters a search like 'Pizza' (WITHOUT a geographic term). Google works in this way a) for AdWords, it returns results that have geotargeting turned ON vs. the user IP address, b) for Google Local, it returns businesses in the same local vincinity, c) for natural /organic results it GENERALLY ignores the geotargeting feature, or does it only for one or two results.
Second, if a user enters a search term like 'Pizza New York,' this overrides the IP address. Geotargeted AdWords ads occur IF the IP matches (regardless of search query). Google Local results depend on the geographic term (NEW YORK) which OVERRIDES the IP address. Natural / organic results depend on the geographic term which is largely treated like normal keyword.
This is rather complex, but there is a very concrete logic to it. If you are able to take the course, I will explain in detail in our Social Media class.
