Backlinks are CRITICAL to SEO. The more the merrier, the more from higher PageRank the better, the more from your keyword community the better. What is the best way to get them?
There is not single 'best way.' Each is worth it's weight in gold. In our links section, we go thru all the different methods of soliciting / building links. There is no single magic bullet - but rather lots of magic bullets.
As for outbound links, there is disagreement over this. Some SEO practitioners contend that ALL outbound links hurt you. I personally recommend OUTBOUND links in moderation: ones that are in your keyword community, I believe, do marginally help you. But there is no doubt that INBOUND links are 95% of this battle. Outbound links are of minor importance.
