What is your opinion of Black Hat SEO?

Q: With several companies using Black Hat seo, using tricks like hidden iFrames with a bunch of seo content inside, how do you compete with that? Is there a method of reporting these sites?

Answer: -
You can report them, but I wouldn't bother. Google 'web spam' and you'll find a good discussion about this. However, you could spend your whole life doing this, and why bother - it's not like you'll get paid.

More importantly, these Black Hat techniques may work a little but if/when Google finds out about them they ultimately hurt the site more than they help. There isn't any really need to employ them, either. Building keyword heavy content that is actually useful to your audience will work just as well - with a few refinements in terms of Page Tags, website structure, and of course decent inbound links, you will do just as well.

So, crime doesn't pay, well at least this sort on the Internet...
