Reciprocal links as an SEO link building are controversial. Originally, most SEO people felt that a reciprocal link 'canceled itself' out and that it did not help both parties. This was because link juice flowed from site A to site B and back again.
But now, post Penguin, I think that reciprocal links - natural links - can have an SEO benefit. I have had many students and clients that have done reciprocal links and seen a good benefit. I look at links like votes: JUST GET THEM. Any and all legitimate links are good, but you don't want just one type. Just like Obama didn't want one demographic only (Men, women, African Americans, Gays, etc.), but tried to get many demographics to vote for him - it's the same in link building: diversity wins.
So get some reciprocals, but of course focus MAINLY on inbound links to your site from high PageRank sites in your keyword community. Those are the best!
