Sometimes, if you VIEW SOURCE you will see comments in the HTML that tell you who did it. Smart people often leave their mark there, and you can look for them there. Sometimes at the bottom of the page there is often a link, as well to the company or person who did the work. But not always.
There are other ways, of course, to reverse engineer the strategies (if not the persons) used in the SEO. Start of course with the tag structure vs. the keywords, then look at the website structure itself (how the home page is organized, how the pages are set up, etc.). That will tell you the SKILL LEVEL of the SEO company or person. Then use tools like Opensiteexplorer.org to reverse engineer their link strategy and tools like Topsy.com to reverse engineer their social media strategy.
But not necessarily who actually did it...
