First, you have to CLAIM your Google+ local listing. Find it via http://www.google.com/places/, usually done via a phone or address with postcard verification.
Second, optimize your Google+ local page with a KEYWORD heavy business name and description, plus choose Google categories that accurately describe your business. Add some photos, etc., to spice up your page.
Third, get reviews. To do this, you have to ASK people to review you. Ask your happy customers to review you... those that have GMAIL / Google Accounts / Google+ accounts it's pretty simple. They just need to get to your listing and click on the WRITE A REVIEW button. I recommend using a URL shortener like bit.ly to shorten your long Google+ URL into a short one, and then email that out to clients.
There is no magic process for getting reviews, other than to systematically ask happy customers if they would please review you. You will ask 100 customers to get 1 or 2 to review you - that's just how it is.
