Yes. In fact a good, strong TITLE tag often has dashes or colons. I avoid comma comma comma phrases, as those are a dead giveaway that you are 'keyword stuffing.'
So much of SEO is to do searches and look at what other people are doing. Look at STRONG title tags that a) get to the top of Google searches, and b) you (or others) are likely to click on. That's what you want.
